Urban Renewal Planners as Professionals for Community Development in the 21st Century
 
Certification of Urban Renewal Planners
 
The Association approves the qualified urban renewal planner, in order to increase the number of the professionals involved in urban renewal, and to improve their technical level. The Association conducts the examination of necessary knowledge and skills through which the qualification as "the approved urban renewal planner" is given. The certification was started in 1992, and currently, approximately 2400 planners with expertise of consultation, construction, real estate and local public administration are acting in urban renewal projects in all over Japan.
 
Outline of the Examination for the Urban Renewal Planner

(1) Composition of the examination

Subject study (one to be chosen from 4 answers) and practical skill examination (numerical calculation and description).

(2) Eligibility

Those who have obtained a high school degree and professional practice in urban renewal projects for a prescribed period of time.

(3) Date of the examination

The examination will be carried out once a year in August both in Tokyo and Osaka.
 

Subject examination

  • Concerning the Urban Renewal Act and project implementation (on the project main implementation body, project procedures, project planning, Right Conversion Method, Urban Renewal Act and related acts and regulations)
  • Laws and regulations concerning city planning (City Planning Act, Building Standards Law, Land Readjustment Act, etc.)
  • Laws and regulations concerning real estate (Act of Condominium, Leasehold Land and Tenants Act, Registration of Real Property Act, the Civil Code, etc.)
  • Appraisal and compensation (appraisal standard of real estate, detailed standards, detailed regulations, etc.)
  • Others (subsidies, financing, taxation system, history, case of urban renewal projects, etc.)

Practical Skill Examination

  • Concerning project procedures, preparation of project planning and Right Conversion Method of the Urban Redevelopment Project
